The Legislative Evaluation Assembly of Minnesota (LEA) is a non-partisan and non-profit organization, established to inform the citizens of Minnesota of both important legislation and the voting performance of each Minnesota state legislator. LEA bases its evaluation on our declared American founding principles of self-evident truths and inalienable rights. These principles provide a basis for a constitutionally limited government established to sustain life, liberty, justice, property rights and free enterprise. LEA encourages the use of the material in its Reports, in whole or in part, with attribution, by any group or individual.

LEA and the Political Sea Change in Minnesota

The 39th Annual Awards Dinner and member’s meeting of the Legislative Evaluation Assembly of Minnesota reflected the political sea change going on in the United States in the wake of the 2010 election that saw numerous incumbents thrown out for Tea Party-supported candidates. The Minnesota Senate shifted from a 46-21 Democrat majority to a 37-31 Republican majority. The House changed from an 87-47 Democratic majority to a 72-62 Republican majority. However, we now have a Democratic governor poised to veto new Republican legislation.

Awards:

The meeting was chaired by Sue Jeffers, talk show host on K-Talk 100.3 fm. The first award was presented to Senator Ray Vandeveer. In his remarks, he talked about just passing House File 130, which kept spending at the present level and brought the budget into conformity with Federal law. He stated, “We couldn’t cut anything because whatever it was it was ‘so valuable.'” He stated that we have to make up at least $1,500 for each man, woman, and child in the state “because we can’t cut anything.” Another Senator present said that as soon as the bill reached Governor Dayton’s desk it was vetoed. Dayton will release his own proposal shortly.

Thank you, Gordon. And thank you members of LEA for inviting me to address your banquet this year. A special thanks is due to Sue Jeffers for recommending me to the LEA board with the enthusiasm that only Sue can muster.

This isn’t the kind of environment where I am the most comfortable, speaking before legislators and assorted movers and shakers. Once I was invited, a nagging burden developed in the back of my mind to prepare remarks as early as possible so I could polish them up and be ready to go. Alas, I procrastinated until late last night. But I’m glad I did, because there have been a handful of recent experiences and events which are strongly indicative of both the political philosophy which the Tea Party represents, and the kind of messaging and tactics which must be employed by both conservative politicians and activist groups who care about liberty.

Thank you all for attending our annual banquet in which we can honor our award winners who stayed true to the founding principles of our nation. Like the American Founders, you stand above the fray of petty self-interest and serve the cause of life, liberty, and happiness for all citizens.

We titled last years’ report “The Iron Cage of Bureaucracy” because State agencies and bureaucracies have grown to the point of strangling the economy. We have reached the point where increasing taxes brings in less government revenue, and we are stuck in an iron cage of our own making.

2010 Honorees

Winners of the 2010 LEA awards will be given at the annual banquet and meeting of members that will be held on Thursday, February 10, 2011 in St. Paul. The keynote speaker will be Walter Hudson, a Tea Party activist who made his mark on the last election. All LEA members can attend this event. The cost of membership is only $10 per year and the cost of the dinner will be $25. The .pdf banquet invitation has a line to pay for dues and can be filled out and mailed to reserve your place at the Annual Awards Dinner.

Conservative Issues Fair

2010 LEA Reports are printed. We will be at the Conservative Issues Fair with them on Saturday, October 2, 9am to 3 pm. See us at booth 38, between John Kline and Accuracy in the Media. This is the most substantial LEA Report ever. Four more pages of analysis than last year. You will learn a lot about how constitutional principles are being ignored and understand why taxes are so high when democracy and freedom are being lost to “the iron cage of bureaucracy.”

The Single-Subject Rule and Omnibus Legislation

Introduction

One of the most serious threats to a “government of the people” on both the federal and state government levels is the combining of several pieces of legislation into single bills, rather than voting on one item at a time. The Founding Fathers were very concerned about this and tried to prevent it, but over the years this is a constitutional process that has been ignored increasingly blatantly. Combining several items into a single bill enables special interests to “buy” the vote of legislators by combining the issue of concern to the legislator with the issues of concern to special interests.

The 2008 TARP bailout is a good example; middle-class voters around the country wrote letters to their congressmen not to vote for the bailout, but to let corrupt financial giants fall and return the economy to those practicing sound financial principles. The bailout bill failed on its own merit. The citizen had spoken. Therefore, “sweeteners” were added to the bill to get it passed over the will of the people. The bill that eventually passed included a host of tax breaks, an increase in the size of bank accounts insured by the Federal Deposit Insurance Corporation, a requirement that health insurance companies provide more coverage for mental health services, a tax benefit for victims of the 1989 Exxon Valdez oil spill, and even a tax exemption for makers of children’s wooden arrows. Each one of these measures was added to sway the vote of one or a few legislators to whom obtaining those sweeteners was more important than voting “No” on the bailout.

How LEA Reports are Prepared

At the April 22, 2010 meeting of the LEA Board, it was decided to post a description of how reports are prepared. First, it can serve as an example of how all citizens can employ their constitutional responsibility to hold representatives accountable to the will of the people. Second, there are often misconceptions that LEA’s report is influenced by certain members of the legislature. Understanding the report preparation process should help dispell such misconceptions.

Purpose:
The Minnesota Legislative Evaluation Assembly (LEA) is a citizens’ organization that evaluates votes on bills in the Minnesota State Legislature to score Senators and Representatives on their performance in adhering to the LEA Credo.

LEA CoFounder James Blilie Passes Away

LEA Co-founder James Louis Blilie

One of LEA’s founders, James Louis Blilie, 86, passed away the night of 26-Mar-2010. Blilie met Dan Pilla and Herman Hettinger in 1972 and organized an ad hoc group of citizens concerned about irresponsible state spending. They would study issues, get copies of bills, and evaluate them according to the LEA Credo. James Blilie and Mac Mahurin finalized the first LEA report in 1973, covering the 1972 session.

The Minnesota LEA 2009 Awards dinner was held on February 11, 2010 at the Kelley Inn in St. Paul. The meeting began with a pledge of allegiance, and invocation by Pastor Harold Shudlick. After dinner, awards were presented to all six award winners—perfect attendance!—in front of 60 members and friends.

The topic of the evening was “Battling Bureaucracy and Holding Government Agencies Accountable.” An introduction to the topic from the perspective of an LEA member was given by Dr. Gordon L. Anderson. This was followed by the keynote speech by Erick G. Kaardal of neopoulism.org. After the speech Rep. Tom Emmer gave a response from the legislature. This was followed by other comments. After the meeting was adjourned many of those in attendance remained to engage one another in animated discussions and to take photos.
